Mr. W. W. Ellis, writing to a St. Louis Newspaper, The Globe-Democrat, is angry about the non-resident hunting licenses in Arkansas. There is also an editorial response at the end of the article that is a little tough to understand, but it is there. The editor says that he is glad Ellis cannot override Arkansas laws. Arkansas was the first state in the nation to pass a non-resident game law. It was aimed primarily at the market hunters. Interestingly, Arkansas had no game wardens and had to rely on local law enforcement to deal with lawbreakers. Additionally, no real license distribution mechanism existed other than a county clerk.
