William Daniel Cobb was born in Dyer, Tennessee, in 1861. By 1900, he was living in Jonesboro, Craighead County, Arkansas, and worked in the newspaper business. W. D. had a brother, Rev. J. D. C. Cobb, who also worked in the newspaper business in Jonesboro and preached at the Cumberland Presbyterian Church. I cannot tell the difference between the two, but these are the two brothers bird-hunting in Craighead County around 1915, with two fine dogs and a couple of double-barreled shotguns. Notice the split rail fence behind them.

Those are Tennessee Walker hounds, correct?

Hard to say because it is so early. Hounds for sure. Do not know about the lineage.
